الجانب الاقتصادي للهجرة الأفريقية غير الشرعية

الملخص
إنّ ظاهرة هجرة الشباب الأفريقي غير الشرعية هي مشكلة تؤرّق دول المنشأ والمهجر على السّواء؛ وإن ما تُحدثه من آثار، يعاني من انعكاساتها المجتمع الدولي ككل، خاصة بعد ظهور مشكلة "الإرهاب الدولي"، ما حوّل الهجرة من نشاط عادي وظاهرة طبيعية إلى كونه أزمة عالمية، ورغم مخالفة القيود على التنقل والسفر للأعراف الاقتصادية الحرة التي تشترط حرية التنقل والحركة للأفراد؛ إلا أن دول العالم تتمسك بقوانين الهجرة إليها أو عن طريقها، خاصة وأن النظرة الاستشرافية للسنوات القادمة بحسب التنبؤات لا تشي بتحسُّن إذا ما سارت الأمور على النحو التي هي عليه الآن؛ حيث تستقبل أوروبا -على سبيل المثال- سنويّاً أعداداً كبيرة من مهاجرين أفارقة غير شرعيين، وتشير تقديرات الأمم المتّحدة إلى أنّ أوروبا ستستقبل 159 مليون مهاجراً حتّى عام 2025 لتعويض العجز الديموغرافي النّاجم عن انخفاض نسبة الخصوبة فيها، وتكمن أهميّة هذه الدراسة في مناقشتها لهذه الظاهرة التي تجاوزت أن تكون مسألة ظرفية، بل أصبحت مكوّناً هيكلياً لدول المهجر. وتهدف هذه الدراسة إلى البحث في الجانب الاقتصادي لظاهرة الهجرة الأفريقية غير الشرعية إلى دول المهجر من حيث: مفهومها، واتجاهاتها، وأسبابها، وتأثيراتها على الجوانب الاقتصادية والجوانب الإنسانية الأخرى، ولتحقيق أهداف الدراسة ومحتواها تمّ اتباع المنهج التحليلي الوصفي، ثم الخروج بنتائج عديدة أبرزها: أن الظروف الاقتصادية، والاجتماعيّة، والسياسيّة الصّعبة التي يعيشها الشّباب الافريقي في معظم الدول الافريقية كان لها الدور الأساسي في هجرتهم السريّة من دولهم، وأن الأثار الاقتصادية والانسانية سلبية في غالبها، كما أن هناك آثاراً إيجابية لهذه الهجرة في ذات الوقت، ثم خرجت الدراسة بمجموعة من التوصيات التي من شأنها الإسهام -ولو نسبيّاً- في إلقاء الضوء على ظاهرة الهجرة غير الشرعية، وما يمكن أن يُقلل من حدتها كـأن تعيد الدّول الأفريقية النّظر في ترتيب أولويات برامجها التنمويّة، وخاصّة تلك التي تساهم في زيادة التنمية الاقتصادية من خلال زيادة إنتاجية الشباب الافريقي والتّقليل من نسبتيْ الفقر والبطالة.
Abstract
The phenomenon of illegal migration of African youth is a problem that plagues countries of origin and emigration alike. The international community as a whole suffers from its repercussions because of the effects it has, especially after the emergence of the problem of "international terrorism", which has transformed migration from a normal activity and a natural phenomenon into being a global crisis. Although the restrictions on movement and travel violate the free economic norms that stipulate the freedom of movement and movement of individuals, world countries, however, adhere to immigration laws to or through them, especially since the outlook for the coming years according to forecasts does not indicate any improvement if things go as they are now. For example, Europe receives large numbers of illegal African immigrants annually, and the United Nations estimates that Europe will receive 159 million immigrants until 2025 to compensate for the demographic deficit caused by its low fertility rate, and the importance of this study lies in its discussion of this phenomenon that has exceeded being a circumstantial issue to become a structural component of the diaspora countries. This study aims at studying the economic aspect of the phenomenon of African illegal immigration to the countries of the Diaspora in terms of: its concept, its trends, its causes, and its effects on the economic and other human aspects, and to achieve the objectives and content of the study, the descriptive analytical approach was followed, and then many results were obtained, most notably: The difficult economic, social, and political conditions experienced by African youth in most African countries had a fundamental role in their secret migration from their countries, and that the economic and humanitarian effects are mostly negative, and there are positive effects of this migration at the same time. Then the study came out with a set of recommendations which would contribute - albeit relatively - to shedding light on the phenomenon of illegal immigration and what could reduce its severity, such as if African countries reconsider the prioritization of their development programs, especially those that contribute to increasing rates of economic development by increasing the productivity of African youth, and reduce poverty and unemployment rates.
