الحوافز وأثرها على الابداع الإداري: دارسة تطبيقية (جامعة الرفاق)

الملخص
تناقش هذه الدراسة الدور الذي تلعبه الحوافـز في رفع أداء الأفراد في كافة الأعمال الإدارية والفنية، كما ان استخدام الحوافـز في دعم الإبداع غير محدد بشكل واضح ولقد ساعدت الدراسات السابقة الباحث في تكوين فكرة حول علاقة الحوافز بالإبداع الإداري. وهناك عدة الدراسات تطرقت لموضوع الحوافز وأهميتها إلا أنها لم تتطرق لدور هذه الحوافـز في دعم الإبداع، لاحظ الباحث وجود قصور في توفير المناخ الملائم للإبداع، من حيث الجانب المادي والتشجيع المعنوي، كما ان القصور في تفعيل الأساليب الحديثة للحوافـز مثل المشاركة واللامركزية بين جميع العاملين، واعتراض الموظفين على العدالة التنظيمية في صرف الحوافز مما قد يؤثر على الإبداع. وهدفت الدراسة لمعرفة الدور الذي تلعبه الحوافز المادية والمعنوية في تنمية الإبداع الإداري لدى الموظفين بالمؤسسة قيد البحث، تم الاعتماد على المنهج الوصفي التحليلي والذي يتضمن استخدام الأسلوب الميداني في تجميع البيانات بواسطة توزيع صحيفة استبيان وتحليلها إحصائياً لاختبار فرضيات البحث. وخلصت الدراسة الى عدة نتائج أهمها: أظهر التحليل وجود علاقة ارتباط طردية ذات دلالة إحصائية بين الحوافز المادية والإبداع الإداري، هذا يعني أن زيادة الحوافز المادية ترتبط بزيادة في مستوى الإبداع الإداري، لم تظهر التحليلات الإحصائية فروقاً ذات دلالة إحصائية في متوسطات الحوافز المطبقة أو الإبداع الإداري تعزى لأي من المتغيرات الديموغرافية (الجنس، العمر، المؤهل العلمي، سنوات الخبرة)، هذا يشير إلى أن هذه العوامل الديموغرافية لا تؤثر بشكل معنوي على مستوى الحوافز المطبقة أو الإبداع الإداري، كما

Abstract
This study examines the role of incentives in enhancing individual performance across administrative and technical functions. While the use of incentives to foster creativity is not clearly defined, prior research has helped the author conceptualize the relationship between incentives and administrative creativity. Although numerous studies have addressed the importance of incentives, few have specifically explored their role in supporting creativity. The researcher observed deficiencies in creating an environment conducive to creativity—specifically regarding financial rewards and moral encouragement—as well as shortcomings in implementing modern incentive methods, such as employee participation and decentralization. Additionally, employee concerns regarding the fairness of incentive distribution may negatively impact creativity. The study aims to determine the role of financial and non-financial incentives in developing administrative creativity among employees at the institution under study. A descriptive-analytical approach was adopted, utilizing fieldwork to collect data via a questionnaire, which was then statistically analyzed to test the research hypotheses. The study reached several conclusions, most notably: the analysis revealed a statistically significant positive correlation between financial incentives and administrative creativity, indicating that an increase in financial incentives is associated with a rise in the level of administrative creativity. Statistical analyses showed no significant differences in the means of implemented incentives or administrative creativity attributable to any of the demographic variables (gender, age, educational qualification, or years of experience); this suggests that these demographic factors do not significantly influence the level of incentives implemented or administrative creativity. Furthermore, the analysis demonstrated that financial incentives have a stronger, statistically significant impact on administrative creativity compared to non-financial incentives.....................
