Exploring Factors Contributing to Crash Frequency and Injury Severity in the Vicinity of Weigh Stations on Michigan Freeways (Case Study)

الملخص
تلعب محطات وزن الشاحنات Weigh Stations دورا مهماَ في المحافظة على جودة الرصف و سلامة الشاحنات من خلال مراقبة أوزان و أحجام المركبات التجارية (CMVs). و مع ذلك فأنه عندما تستعد هذه المركبات للدخول إلى المحطات أو للخروج منها يمكن أن تخلق توترات في حركة المرور الرئيسي المتدفق على القطاع القريب من هذه المحطات. الهدف من هذه البحث هو دراسة تأثير وجود محطات وزن الشاحنات على شدة الإصابة و تكرار الحوادث المرورية على الطرق السريعة بولاية ميشيغان. حيث تمت دراسة أنماط الحوادث التي وقعت في محيط 12 محطة وزن ثابتة Fixed Weigh Stations و مقارنتها بالحوادث التي وقعت في محيط 66 منطقة استراحة .Rest Areas استخدمنا بيانات الحوادث لثمانية سنوات (2004 إلى 2011) المسجلة في الطرق السريعة بولاية ميشيغان. باستخدام النموذج الإحصائي Ordered Probit Model٬ تم تحديد المتغيرات الهامة التي تؤثر على مستوى الإصابة و هي ؛ القيادة تحت تأثير الكحول\ المخدرات٬ و الحادث الذي تشترك فيه عدة مركبات٬ و الظروف الجوية صافية \غائمة٬ و وقت النهار (06:00 ص إلى 07:00 م) ٬ و السرعة المحددة٬ و متوسط المرور اليومي السنوي AADT٬ و منطقة التوتر (3000 قدم – 5280 قدم من الحافة الداخلية)٬ و وجود محطة الوزن الثابتة في مقابل منطقة الاستراحة. تم تطوير نموذج تكرار الحوادث باستخدام النموذج الإحصائي Negative Binomial Model٬ و المتغيرات التي تم العثور عليها تؤثر بشكل كبير على تكرر الحوادث و هي؛ حاجز هذه أمان الجزيرة الوسطية ٬ و عدد الحارات٬ و ADDT للمركبات التجارية٬ و وجود محطة وزن الشاحنات. أظهرت هذه الدراسة أن وجود محطة وزن الشاحنات يزيد من شدة و تكرار الحوادث و أيضا تم تحديد المواقع الأكثر خطورة بالقرب من محيط مرافق الطرق السريعة.
Abstract
Weigh stations play a crucial role in maintaining pavement quality and truck safety by monitoring weight and size of commercial motor vehicles (CMVs). However, the movement of CMVs from and back to the mainline traffic stream near fixed weigh stations could create conflicts in traffic stream. The objective of this study was to examine the effects of presence of weigh stations on injury severity and frequency of crashes on Michigan freeways. This study investigated the crash patterns in the vicinity of 12 fixed weigh stations as compared to the crash patterns in the vicinity of 66 rest areas. We used eight years (2004 to 2011) crash data recorded in Michigan freeways. Using the ordered probit model, significant variables influencing the level of injury severity were identified. These were driving under influence of alcohol/drug, muti-vehicles involved in a crash, clear/cloudy weather conditions, day time (6 a.m. - 7 p.m.), speed limit, Average Annual daily Traffic (AADT), conflict area (3000 - 5280-ft from the gore), and presence of a weigh station vs. a rest area. The crash frequency model was developed using Negative Binomial model, and variables found to significantly affect crash frequency were guardrail median, number of lanes, AADT of commercial vehicles, and presence of weigh station. This study shows that presence of weigh station increases both severity and frequency of crashes and identifies the most hazardous locations near freeway facilities
