This study examined civil values in the Libyan press through a comparative content analysis of Al-Sabah, February, and Al-Hayat newspapers. The research aimed to identify the extent to which these newspapers highlight key civil values, namely: freedom of expression, democracy, human rights, transparency and accountability, tolerance, and coexistence. It also sought to explore similarities and differences among the three newspapers in addressing these values, in addition to testing whether the emphasis on such values varies according to the type of journalistic material and the editorial section. The study employed both quantitative and qualitative content analysis methods by monitoring and coding journalistic materials published in the selected newspapers during the specified period. The sample consisted of 500 journalistic items published in Al-Sabah, February, and Al-Hayat, deliberately selected to represent different editorial sections. The findings revealed that freedom of expression and tolerance/coexistence ranked highest among the highlighted values, each with a proportion of 24%, while human rights appeared the least, with only 14%. Al-Sabah placed the greatest emphasis on freedom of expression, February focused more on tolerance, whereas Al-Hayat showed a relative balance across all values. Chi-square tests confirmed statistically significant differences between the newspapers regarding their emphasis on civil values, supporting the first hypothesis.
