The blue economy is a modern sector that has become increasingly important and makes a significant contribution to both developed and developing economies. This research attempts to clarify the importance of this type of economy and its contribution to the gross domestic product (GDP) through its various sectors. Numerous regional and international experiences exist in this field, where strategies and plans have been developed to utilize available water resources, laws have been enacted to preserve marine wealth, and activities related to fishing, aquaculture, coastal tourism, and other blue economy activities have been regulated to contribute to raising the country's economic level. Libya seeks to develop its economy by adopting the blue economy as part of its sustainable development strategy and diversifying its sources of income, focusing on utilizing its available marine resources and reducing its dependence on oil, which still relies heavily on oil revenues. This research aims to highlight the importance of the blue economy and assess Libya's efforts in investing in marine economic activities, particularly in light of growing international efforts for sustainable development that safeguards the right of future generations to a decent life. The research employed a descriptive methodology to analyze the current situation and concluded with several key findings, most notably that Libya possesses tremendous potential and advantages for investment in the blue economy, enabling it to achieve significant economic returns that reduce its dependence on the sole fossil fuel source of income (oil).
