Abstract
This study aimed to examine the extent to which organizational citizenship behavior and job security are practiced, and their impact on improving the quality of services provided at the Palestinian Pension Authority during the period (2011–2021), amid the political, security, and economic tensions that followed the Oslo Accords and the challenges they imposed on the stability of the civil service and its budgets. The researcher posed two main questions concerning the existence of a positive relationship between job security, with its dimensions (psychological, financial, work relationships, and workload), and the improvement of organizational citizenship behavior, with its dimensions (altruism, courtesy, sportsmanship, civic virtue, and conscientiousness), as well as between job security and service quality, with its dimensions (tangibility, reliability, responsiveness, empathy, and assurance). The study adopted the descriptive-analytical method, alongside the deductive, inductive, historical, and case study approaches. The tool consisted of an electronic questionnaire designed specifically for this purpose and distributed to the study participants. The study population comprised the Palestinian Pension Authority, including all employees in specialized and technical positions, totaling (151) employees according to 2024 statistics. Given the small size of the population, the researcher adopted a comprehensive enumeration approach, and (140) valid questionnaires were retrieved, with a response rate of (92.71%). The results revealed a good level of job security, with a relative weight of (67.4%), where the psychological dimension ranked first (73.4%), followed by work relationships (68.2%), then workload (65.6%), and finally the financial dimension (64.0%). The results also showed a high level of organizational citizenship behavior (71.6%) and a high level of service quality (75.4%), led by the assurance dimension, followed by empathy, responsiveness, tangibility, and finally reliability. The study recommended developing the civil service law, adopting a fair salary scale, linking incentives to performance, and improving the work environment..................
