The study addresses the topic of total Quality Management (TQM) policies and the irrolein enhancing the organizational efficiency within the Ministry of Higher Education and Scientific Research in Libya, through a field study on the National Medical Research Center in the city of Zawiya. The study reveals that the problem lies in the decline of managerial efficiency and the effectiveness of employees in applying TQM standards, and the absence of clear mechanisms for the implementation. This is attributed to financial issues, such as the weak funding for scientific research and studies, and the inability to improve the level of scientific research and administrative processes due to a lack of trained and effective human resources in the field of TQM, which has negatively impacted strategic performance. The importance of this study stems from the significance of adopting and utilizing TQM standards and how they can be leveraged to develop and improve the strategic performance of higher education and scientific research institutions in Libya. This can be achieved by improving the quality of services provided with the least cost, effort, and time possible. The study relies on both descriptive and quantitative analysis of the phenomenon, using a questionnaire as the main tool for collection, which was distributed to the study population. Subjecting the collected data to statistical analysis to test the formulated hypotheses is considered essential to arriving at a set of significant results..............
