This study deals with the reality of planning in public institutions, starting from the problem of repeated crises suffered by the public sector and the electricity sector in particular. The researcher conducted an exploratory study that showed its results that the work is proceeding with randomness and great improvisation and is not subject to specific plans that guarantee to avoid any confusion or interruption to work in the future as the data and information Not strictly available to professionals to carry out the planning work for this vital institution. The study aimed at several goals, the most important of which are: clarifying the scientific concept of planning and the extent to which departments exercise the planning function as well as explaining the most important difficulties and problems facing the planning process in the organization under study, based on several hypotheses the researcher tried to verify, using the descriptive approach to study the case and collect data using a specific questionnaire that serves the hypotheses And goals. The study reached several results, the most important of which are: a statistically significant relationship between clarity of goals and planning procedures, and a statistically significant relationship between providing professional experience to the company and supporting top management. There is a statistically significant relationship between the existence of a realistic plan and control procedures in the company under study
