This study discusses the role of the Strategic Leader in achieving the strategic objectives of Desalination Plant in Zawia/ Libya. The problem of the study was identified in the problems and difficulties that limit the ability of the Strategic Leader in the exercise of strategic management duties in a sound scientific manner due to the problems and obstacles imposed by the internal and external surrounding environment, which negatively affected on the strategic performance of Strategic Leader and adversely reflected on the achievement of the strategic objectives of the Plant. The importance of this study is that it hopes to enrich the scientific research by adding to the previous efforts in the field of strategic leadership, and to clarify the extent to which the departments of public organizations benefit from knowing the causes of performance decline and by addressing the importance of the role played by the strategic leader, as well as by clarifying the relationship between the level of performance and the process of achieving the strategic objectives, and knowing the availability of the most important requirements for the exercise of his/her tasks in a sound scientific concept. In this study, the researcher relied on the descriptive and quantitative analysis in the study of the phenomenon, using a questionnaire form as the main data collection tool which was distributed among the research community. After having subjected the obtained data to statistical analysis for testing the given hypotheses, a number of important results were reached.
