This study aimed to identify the most important obstacles that prevent the application of a quality management system in Tobruk desalination plant, because this system is of great importance in developing institutions, whether industrial or service, and the study relied on the descriptive analytical approach, and the study sample was the workers At Tobruk station, the questionnaire was distributed to 55 expert and knowledgeable researchers (administrators, engineers, technicians). Where the researcher prepared a questionnaire containing fourhypo theses, namely: A. The first hypothesis: awareness of the importance of a comprehensive quality management system in Tobruk desalination plant. B. The second hypothesis: Senior management commitment to applying a total quality management system in Tobruk desalination plant. C. The third hypothesis: Human factors and training operations assist the station in applying the total quality management system. D. Fourth Hypothesis: The availability of financial resources assists the station in implementing the total quality management system. It was distributed to the number of all workers in Tobruk desalination plant, and after the fourfactors were identified through a questionnaire form and personal interviews with the administrators, technicians and engineers at the station, the study sample.
