تشخيص المرض الهولندي كأحد معوقات تنويع مصادر الدخل من خلال الاهمية النسبية للصادرات النفطية في ليبيا

الملخص
يُعد المرض الهولندي احد معوقات التنويع الاقتصادي والنمو المستدام وعملية تشخيص مدى اصابة الاقتصاد الوطني به معقدة بسبب الانقسام السياسي والمؤسسي في ليبيا, عليه اعتمد الباحث على الاهمية النسبية للصادرات النفطية كمؤشر عن مستوى الاتكال عليها, واستخدمت الدراسة المنهج الاستقرائي والنسب المئوية في تحليل الاهمية النسبية للصادرات النفطية بالنسبة للإيرادات العامة, والانفاق العام ومعدلات امتصاص الواردات لها, وافترض البحث أن الصادرات النفطية اكبر من 50% لجميع النسب السابقة, وتوصلت الدراسة الى نتيجة مفادها ان الاقتصاد الليبي مصاب بالمرض الهولندي حيث كانت الاهمية النسبية لجميع المؤشرات اكبر من 50% وتوصي الدراسة بضرورة ضبط الانفاق العام وتعديل سعر الصرف للعملة المحلية والبحث عن مصادر تنويع الدخل اخري من خلال انشاء قوانين بشرائح جديدة لضرائب الدخل ودعم القطاعات التبادلية في الاقتصاد الوطني.
Abstract
The Dutch disease is one of the obstacles to economic diversification and sustainable development in the political and institutional division. The researcher relied on the relative importance of oil exports as an indicator of the level of dependence on. The study used the inductive approach and percentages in analyzing the relative importance of oil exports in relation to public revenues,government expenditure and import absorption rates. The research found that oil exports are greater than 50% for all previous percentages ,and concluded that the Libyan economy is afflicted with the Dutch disease, as the relative importance of all indicators was greater than 50%. The study recommends the necessity of controlling public spending, adjusting the exchange rate for the local currency and searching for other sources of income diversification by establishing laws with new segments of income taxes and supporting reciprocal sectors in national economy.
