The study is aimed to identify the bidding committees mechanism or tendering for constructing projects in Libya. Based on restituting No (371), 1989, issued in 1989, may 7, the Organization Development of Administration Centers as a case study which was given the power to perform the engineering contractual for developing the infrastruction in Libya. The problem concerned that the inconvenient contract or the unqualified contractor for constructing project activities may adversely effect on quality, time, and cost overrun of the project. Consequently may lead to failure to fulfill the owner requirements, conflicts, and the claims among the construction parties. The study concluded a set of results the most important are: the list of Administrative Contracts is a methodology for biddings committees in construction industry, the bid preparation stage is the most important stages in project lifecycle, the selection of suitable project type for constructing project may have positively impact the construction project, and the prequalification of the contractor is one of the most procedure for awarding and contracting, the bidding committees has no the required skill and experience in tendering field.
