Traffic Performance Evaluation of an Arterial and Modeling of Proposed Control Alternatives-A Case Study of the Misrata Free Zone Entrance

Abstract
This study aims to evaluate the traffic performance of an arterial street serving the entrance to the Misrata Free Zone and to model and compare the proposed traffic control alternatives at the entrance in terms of operational performance. The study was based on field measurements of Free-Flow Speed (FFS) and Average Travel Speed (ATS), together with Level of Service (LOS) evaluation according to the Highway Capacity Manual (HCM 2000) methodology. In addition, the proposed intersection was modeled using Synchro. The results showed that the mean Free-Flow Speed was 62.85 km/h, while the mean Average Travel Speed was 48.09 km/h, and the arterial street was classified as Class II with a Level of Service of B. A statistical test of the difference between the two speeds indicated a statistically significant difference, reflecting the effect of actual operating conditions on travel speed compared with free-flow conditions. For the proposed intersection, two priority-control alternatives were evaluated. The first, Yield–STOP control, resulted in an overall intersection delay of 78.6 s/veh and a Level of Service of F, whereas the Free–STOP control resulted in substantially poorer performance, with an overall intersection delay of 627.4 s/veh. The signalized control alternative achieved a cycle length of 150 s, an overall intersection delay of 28.8 s/veh, and a Level of Service of C. The results indicate that the signalized control alternative provides the lowest overall intersection delay among the proposed control alternatives, while a clear operational issue remains at the entrance to the Free Zone. In contrast, the existing arterial street operates at Level of Service B from both descriptive and operational perspectives, with traffic continuing to flow without the additional stops or delays that would result from introducing a new intersection. This reflects relatively favorable and uninterrupted operating conditions on the arterial compared with alternatives that introduce a control element at the Free Zone entrance and consequently generate stops and delays at the intersection. Therefore, the implementation of the proposed intersection should not be based solely on the Level of Service of the intersection; rather, the existing operational conditions, traffic safety requirements, management of conflict points, and the potential stops and delays imposed on the arterial street by intersection control should also be considered.......................
