This study aimed to reveal the impact of small and medium projects in supporting economic development, as a systematic (non-probability sample) was tested for some small and medium projects in the city of Tobruk. The descriptive analytical approach was used to achieve the objective of the study and to test the hypotheses related to the extent of the existence of a relationship between the importance of small and medium enterprises and the achievement of development and well-being. It will be distributed to the study community who are founders, decision makers and managers of some small and medium enterprises in the city of Tobruk. Where the data will be analyzed using a set of statistical tests that fit the nature of the data. Through statistical analysis and testing the hypotheses of the study, the results will be reached. There was also an urgent need to study the problems faced by these cadres, which were developed in the following main hypothesis. • Is there a statistically significant effect between the role of small and medium enterprises in supporting economic development in Libya? We used the scale as a tool for the study, as we designed it according to the five-point Likert scale. We then conducted validity tests on it to determine its safety and its ability to investigate the required reality. In order to present, analyze and interpret the results of the field study, we relied on a set of statistical methods, the most important of which are: the arithmetic mean and the standard deviation, whose results were obtained from unpacking the questionnaire papers retrieved in the SPSS, [Statistical Package for Social Sciences] Relationship to the subject of the research. The study population is represented by all small and medium enterprises in the city of Tobruk, and a random, intentional, systematic sample was taken from the founders, decision-makers and managers of some small and medium enterprises in the city of Tobruk, and (60) questionnaire papers were distributed to them, from which (52) were all valid for analysis, i.e. The rate of 87%, which is an excellent percentage, if we take into account that one of the shortcomings of the questionnaire is the lack of responses
